Governmental agencies in the county work under the unit system. Clarke County Supervisors govern five separate districts of the county and meet numerous times during the month to make decisions and advise the state of the county's affairs.

The Mayor and the Board of Aldermen in each municipality govern the city, towns, and villages in the county.
